<title>MHCA Enhances Member Value, Adds Regulatory Affairs and Advocacy Manager  </title>

<description><![CDATA[<p>The MHCA Board of Directors have recently approved a 2019-2020 Strategic Plan, which Executive Director Kathy Messerli will review at the upcoming Annual Business Meeting, May 16, 2019. One of the exciting developments is that the board approved the addition of a Regulatory Affairs and Advocacy Manager as they strive to enhance the member value and increase member resources.   <br />
<br />
Do you know someone who is interested in a new home care role? MHCA is adding a position that will serve as a home care regulations subject matter expert for the MHCA staff, members and lobbyist. In this role, the individual will be responsible for managing the association’s regulatory affairs including review of regulations, policy analysis and communication of issues. </p>
<p><strong>Duties will include:</strong></p>
<ul>
    <li>Monitor and analyze state and federal regulations dealing with home health, home care, hospice and other home and community-based programs. </li>
    <li>Monitor current home care trends, issues and strategies.</li>
    <li>Develop written documents for state and federal regulatory agencies, as well as Minnesota’s Congressional Delegation.</li>
    <li>Work with staff and committees to develop an advocacy engagement plan and coordinate implementation.</li>
    <li>Ensure members are receiving valuable, up-to-the-minute news by synthesizing and coordinating the dissemination of appropriate information.</li>
    <li>Contribute to the association’s newsletter and other member communications.</li>
    <li>Represent MHCA in a professional and supportive manner at various state agency and member meetings. Serve as lead staff for assigned member committees.</li>
    <li>Provide member guidance and assistance with regulatory issues, ensuring the Executive Director is aware of trends.</li>
    <li>Assist with identification of priority legislative and regulatory advocacy issues.</li>
    <li>Assure the ‘voice’ of MHCA is strong and recognizable as a resource for advocacy and support of the home care provider. </li>
    <li>Work with the Communications and Member Relations Manager to increase member engagement/advocacy in policy related issues.</li>
</ul>
<p><strong>Qualifications and Key Competencies:</strong></p>
<ol>
    <li>Bachelor’s degree in a related field, plus 3-5 years’ experience. </li>
    <li>Home care and/or association experience is preferred.</li>
    <li>Working knowledge of health care regulatory system, including Medicare, Medicaid and legislative process.</li>
    <li>Ability to understand and clearly synthesize complex policies, with strong analytical and critical thinking skills. </li>
    <li>Embraces change and is comfortable working in a dynamic industry with changing priorities.</li>
    <li>Excellent organizational and time management skills, with a demonstrated ability to successfully manage projects with competing priorities and demands.</li>
    <li>Exceptional attention to detail and accuracy, knowledge retention and ability to recall large amounts of detailed information. </li>
    <li>Exceptional verbal and written communication skills and effective listening skills.</li>
    <li>Excellent interpersonal skills, with ability to remain diplomatic and effective under pressure.</li>
    <li>Ability to work independently and in team environment.</li>
    <li>Proficient in use of Microsoft Suite.</li>
    <li>Ability to travel, as needed.<strong></strong></li>

<title>You Asked - We Delivered!</title>

<description><![CDATA[<p>Calling all unlicensed personnel! Join MHCA on December 4th for an afternoon of interactive, hands-on learning at “<a href="https://www.mnhomecare.org/events/EventDetails.aspx?id=1158428&amp;group=" target="_blank">Competency Training for Home Health Aides: A Train the Trainer Workshop</a>.” <br />
<br />
This interactive program will focus on “training the trainer” for agencies to complete required skills evaluations for their unlicensed personnel. The applicable regulations will be reviewed. Three different stations will be set up for participants to experience evaluation of the criteria, including appropriate objectives and teaching points for each skill task. Attendees will spend 30 minutes at each station. There will be examples of test questions at each station.<br />
</p>
<ul>
    <li>Station 1: Temp, mouth care, hearing aids, pulse, respiration</li>
    <li>Station 2: Mobility, range of motion</li>
    <li>Station 3: Bathing, skin care, shampoo in bed, shaving, dressing</li>
</ul>
<p><span>This is also an opportunity to share how to educate and encourage experienced unlicensed personnel to perform to expectations.</span></p>

<title>MHCA Board of Directors Sets Legislative Priorities</title>

<description><![CDATA[<p>Upon recommendation of the MHCA Legislative Team, your Board of Directors approved the following legislative priorities for the 2019 session:</p>
<ol>
    <li style="text-align: left;"><strong>Stabilize the Home Care Infrastructure.</strong> MHCA will lead efforts to establish a billing code for the “Start of Service” that will include a reimbursement rate that accurately reflects the true cost of starting services for individuals in need of home care services. <br />
    <br />
    The MHCA will continue an active role in the long-term research and development of a new rate setting methodology establishing reimbursement rates for Medical Assistance home care services.<br />
    <br />
    </li>
    <li style="text-align: left;"><strong>Ensure the safety of home care professionals.</strong> MHCA will lead the effort to require that home care agencies are notified, prior to admission, if an individual to be served is a registered predatory offender as is currently required for facility-based providers.<br />
    <br />
    </li>
    <li style="text-align: left;"><strong>Clarify home care regulations. </strong>The MHCA will lead coalition efforts to clarify Minnesota laws that regulate the provision of home health care services in the state to ensure that the laws are unambiguous, provide for transparent processes, and allow for the effective enforcement and compliance.<br />
    <br />
    <strong> </strong></li>
    <li style="text-align: left;"><strong>Other home care issues. </strong>MHCA will engage on issues as necessary to ensure a strong and viable home care system in Minnesota. This would include, but is not limited to, engaging on initiatives concerning elder abuse, leading efforts on electronic visit verification legislation, supporting certain PCA proposals and the Spenddown legislation; and, monitoring legislation related to other issues impacting Home Care in Minnesota.</li>

Jan Usset’s term will also come to an end July 1st.  MHCA is grateful for Jan’s passion for the home care industry and extends a thank you for her service the past nine years, including two years as Board Chair. Jan will be greatly missed!<br />

<title>Winkels Named Home Care Professional of the Year</title>

<description><![CDATA[Diane Winkels, RN, PHN, was named 2018 Minnesota Home Care Professional of the Year. Diane, a supervisor at Rice County Public Health, was honored by the award, “I was so surprised. It is a great honor. I’ve been in home care for 37 years, and I’m so proud of all the people I’ve been able to keep at home. It’s been a great career, and I couldn’t do it without my team.”<br />
<br />
Diane has dedicated most of her life to caring for others. Be it family, friends, co-workers, or community. She has worked in the home care department at Rice County Public Health for over 37 years, serving as the Home Care Supervisor for the last 19. She is frequently mentioned by name in random survey results as a “great nurse” and averages 40 visits per month, in addition to her managerial duties.<br />
<br />
Her colleagues describe her as displaying a positive leadership style, a strong work ethic, and committed to the success of the agency. She is also said to be a great role model not only for the staff she supervises, but staff throughout the entire public health agency.<br />
<br />
As if that weren’t enough, Diane has also worked tirelessly to build strong connections with medical providers in the community to ensure continuity of care and client choice in provider services. In her “spare” time she also coordinates staff involvement with the local “Meals on Wheels” delivery, and actively volunteers in her church and the community.<br />

</p>
<p>In the past, aides in home care and long-term care have had limited exposure to individuals receiving enteral nutrition, commonly referred to as tube feedings. However, this is changing rapidly with the increase in the level of care needed for individuals in home care.<br />
Objectives<br />
•	Explain the difference between enteral nutrition and normal digestive process<br />
•	Describe when enteral nutrition can be used as well as not used<br />
•	Recognize different types of tubes, formula and equipment associated with enteral nutrition<br />
•	List common enteral feeding complications and possible causes<br />
•	Identify observations requiring prompt report to the nurse<br />
•	State care and support the aide can provide related to enteral nutrition issues<br />

<title>Home Care Professional of the Year – Nominations Open</title>

The Minnesota Home Care Association will recognize all nominees at the Annual Meeting May 16, on the MHCA website, and in the Informer. In addition, a news release will be sent to the winner’s local newspaper. Not only is this award a great way to spotlight the individual recipient, it’s also a way to recognize the agency that supports him or her.<br />

The nominee can be anyone who works in home health and assists clients or the organization. They can be a nurse, caregiver and/or front and back line employee. <title>RCTC Business and Workforce Education Earns Industry Distinction Status</title>

<description><![CDATA[RCTCLEARN.NET has been offering quality online training and continuing education in the homecare and hospice fields throughout the United States for more than 15 years. The online library – free with MHCA membership -  consists of more than 30 continuing nursing education courses and approximately 70 courses for paraprofessional and other healthcare staff.  <br />
<br />
RCTC’s Allied Health Continuing Education Program Director and Primary Nurse Planner, Kathy Richie states, “RCTC has been an approved provider since 2011, which means boards of nursing in all 50 states will accept contact hours earned by nurses participating in our online continuing nursing education courses.  This year, however, our approval came with a wonderful surprise.  RCTC was granted ‘Approved Provider status with Distinction’ which, according to the approving agency, is not easily attained.” <br />
<br />
Dr. Jennifer Wilson, Director of RCTC’s Business and Workforce Education Department, further explains the importance of program approval. “In education approval demonstrates the quality of the product we are providing to students and employers. Just like accreditation standards by the Higher Learning Commission for the College’s credit courses, certain qualifying industries require continuing education providers to meet specific approval standards.  In this case, the recognition of ‘distinction’ shows that RCTC is not just meeting standards, but is routinely exceeding the quality expectations of the approving body.  We are honored to receive this recognition.”  <br />
<br />
RCTC is dedicated to improving its online training and continuing education. As part of the process for ensuring provision of quality programs, the RCTCLEARN team recently created a customized learning management system (LMS) to house the courses. “The LMS will help to better meet the needs of today’s employees and employers,” notes Kristi Kiehne, RCTC’s E-Learning Specialist.<br />
<br />
Dr. Wilson says, “Each year thousands of students enroll in these online classes, so increasing the capabilities for our business partners and for individuals who take the courses will increase the likelihood they will continue to use our services.” <br />
<br />
“I want to commend my team for the great work they do each day to ensure that students and employers have access to quality training programs. <title>MHCA Working for YOu: Meeting with National Government Services (NGS)</title>

<description><![CDATA[Last Thursday, Kathy Messerli and Vickie Brand (MHCA Medicare Nurse Consultant), attended a meeting at the National Government Services (NGS) headquarters in Indianapolis. The intent of the meeting was to bring together representatives from home care state associations and leaders from NGS for the purpose of finding ways to increase collaboration and communication with each other. NGS is a home health and hospice Medicare contractor for 20 states. They are responsible for paying Medicare claims, educating providers/agencies, regulatory oversight, and reviewing medical records for payment errors. <br />
<br />
The meeting was a great success! Home care representatives from 11 different states were able to have an open dialogue with NGS over issues such as face-to-face and the current Targeted Probe and Educate (TPE) review. In particular, the state associations voiced concerns over the high number of claims denied through NGS/Medicare reviews, such as probe and educate, CERTS, RAC, etc. NGS was receptive to these concerns and agreed to work with stakeholders to meet the mutual goal of decreasing denied claims. A task force was formed during this initial meeting to specifically work on the reduction of home health claims denials. According to the most recent NGS data, the top 3 home health denials were:<br />
<br />
1.	Physician certification was invalid since the required f2f encounter was missing, incomplete, or untimely<br />
<br />
2.	Documentation did not show therapy services were reasonable and necessary and at a level of complexity which requires the skills of a therapist<br />
<br />
3.	The requested records were not received within the time limit<br />
<br />
This meeting was the first step in what is hoped to be a successful, collaborative relationship between home health agencies and our Medicare contractor. MHCA will continue advocacy efforts with NGS and other governing bodies on behalf of all home health agencies in Minnesota. Vickie Brand, RN, BSN, PHN will be joining us as the MHCA Medicare Consultant. Vickie is a HealthEast compliance consultant for home care and hospice and specializes in Medicare and Medicaid regulations. She has served on the MHCA Medicare Team since 2012 and is currently the chair. Prior to 20 years in home care, Vickie was a nurse on a medical surgical unit.<br />

Lores Vlaminck will continue her role as a consultant with her primary focus being comprehensive home care and hospice inquiries. Lores also covers questions related to assisted living, palliative care and home care nursing. As a consultant on the MHCA Survey Regulatory Team, Lores also assists with gathering information from the home care licensing and regulatory staff at the MN Department of Health.<br />

<description><![CDATA[The deadline for the 2017-2018 Home Care and Hospice Salary &amp; Benefits studies has been extended to August 21. The reports are published in conjunction with the National Association for Home Care &amp; Hospice (NAHC). There is no cost to participate, and those who participate are eligible to purchase the results at a reduced rate. <br />
<br />
The studies include data on 60+ jobs from CEO, CFO, to RN, LPN, MSW, and HCA, to Clinical Support Staff.   The results include salary, hourly, and per visits data, as well as 19 fringe benefits, turnover rates, shift differentials, productivity data, and planned increases.  Data are reported by CBSA, state, revenue size, profit type, and agency type.  <br />

<title>Vulnerable Adult and Child Reporting Update</title>

<description><![CDATA[<p><span style="color: black;">MHCA is providing a follow up article for those in attendance at one of the concurrent Annual Meeting sessions provided by Robert Rodè on Vulnerable Adult and Minor Child reporting requirements. </span></p>
<p><span style="color: black;">MHCA asked Mr. Rodè to clarify the suggestion for a home care provider to contact MAARC/MDH/OHFC within five days of reporting actual or suspected issues regarding maltreatment, neglect, abuse or financial exploitation of a vulnerable adult.<span>&nbsp;&nbsp; </span>Mr. Rodè has provided the following clarification.</span></p>
<p><i><span style="color: black;">While the follow-up report requirement for child maltreatment is clear in statute, it’s less clear when examining home care agencies providing care to vulnerable adults. &nbsp;Technically, all that a home care agency needs to do is the initial and timely report of suspected maltreatment/neglect/abuse/ exploitation to MAARC as the five-day follow-up report is mandated for SNF/NF providers.</span></i><span style="color: black;"><span>&nbsp;&nbsp; </span><i>This has not always been clearly interpreted by some at MDH – often when the home care agency is a HWS’ pre-arranged home care provider.<span>&nbsp;&nbsp; </span>A home care agency’s proof of thorough and timely investigations and reporting (internally and externally) and working with the state are best practices for effective risk management.</i></span></p>
<p><span style="color: black;">Mr. Rodè emphasized that while the five-day follow up is not required for a home care agency, it can be the agency’s choice to do so.<span>&nbsp; </span></span></p>

<title>Seifert Named Home Care Professional of the Year</title>

<p>Karen Seifert, founder of Hiawatha HomeCare, was named Minnesota Home Care Professional of the Year. The MHCA’s highest honor is bestowed upon an individual who brings special spirit, skill, style, commitment and compassion to their work. <br />
<br />
In 1985, Karen Seifert gave birth to a medically fragile baby boy. This sweet boy, Michael, spent the first two and a half years of his life in and out of the hospital. His family was told to take Michael home to die. So Karen took her son home. But not to die. Karen declared “I’m taking him home to LIVE!” <br />
<br />
After bringing Michael home with orders for 24-hour nursing services, it became clear that there were not any home care agencies that were able to provide the 24-hour care her ventilator dependent son required, especially in Red Wing. <br />
<br />
In 1998, Mrs. Seifert opened her own agency – Hiawatha HomeCare. Karen is one of the pioneers as it pertains to providing complex home care nursing services for medically fragile children and adults. Over the last 29 years, her vision and passion for home care has enabled hundreds of children and adults to discharge from the hospital and live life at home with their families – where they belong.<br />
<br />
It’s Karen’s personal understanding of what it is like to live at home with 24-hour nursing that makes her and Hiawatha HomeCare unique. Her passion, commitment and philosophy of keeping families together at home remains unchanged. <br />
<br />
And Michael? He continues to flourish at home, thanks to his 24-hour nursing and the love and dedication of his family.<br />

<title>Election Impact on Home Care</title>

<description><![CDATA[<p style="margin: 0in 0in 8pt;"><span><b><span style="font-size: 16px;">Election Impact on Home Care</span></b></span></p>
<p style="margin: 0in 0in 8pt;">The 2016 election saw the Republican Party candidates win the Presidency, maintain Congress, and take over the MN Legislature. As far as the political campaign rhetoric and promises of these now victorious candidates, Obamacare and the current health care policy of the past administration is a primary piece of the new leadership’s agenda moving forward. For the life of Obamacare, per the National Association for Home Care &amp; Hospice, Obamacare has had only a minor impact on home care and hospice. The expanded population of insured, through employer-based insurance, the insurance exchanges, or Medicaid generally does not involve people who need or use home or hospice. Instead, the ‘expanded’ population of insured due to Obamacare is primarily younger individuals and young families.</p>
<p style="margin: 0in 0in 8pt;">Moreover, the apparent intent of the new Republican administration and Congress is to repeal and replace Obamacare. However, it appears that within the latest announcements and developments in the Trump administration and Congressional leadership, changes would be on a more incremental pace and a select few features of Obamacare would be targeted instead of a full overhaul. The employer mandate is one area of Obamacare that has had the greatest impact on home care and hospice. Companies providing Medicaid-funded services and private pay, personal care services companies most often were at risk of penalties under the employer mandate as qualified health insurance generally was not available to nonprofessional employees or was deemed unaffordable by those employees. To deflect the penalty risk or health insurance costs, many home care employers were forced to restrict working hours to limit the number of full-time (30+ hour) employees. It would be presumed that the repeal of the employer mandate or the suspension of the employer penalties would be a welcome change for home care employers.</p>
<p style="margin: 0in 0in 8pt;">In Minnesota, the legislative priorities coming in with the Republican takeover of the State Senate and maintenance of majority in the State House is addressing workforce shortage within the home care industry. Another likely legislative priority important to home care in Minnesota is a focus on education and educational programming pertinent to home care workforce issues. There are many new faces in leadership, and it is clear that strong grassroots efforts by home care providers throughout the state of Minnesota would be key in shaping these legislative priorities.</p>]]></description>
