Community Paramedic Update
In 2011, the MN SF119 Bill was passed. This legislation created a new certification for paramedics called the “Community Paramedic”. Part of the law required the Department of Human Services to complete a Health Services Medical report to be given to the legislature. This report was released in January of 2012. The report outlined the certification required to meet the Community Paramedic level of health service.
The next step was then to receive approval from the Centers For Medicare and Medicaid (CMS) for approval for Medicaid reimbursement. In early 2013, CMS approved a Medicaid reimbursement rate of $15 per fifteen minute increment of care.
There are many questions from the home care industry. Those completed the training understand the concerns and questions. Those in the education sector are very honest when responding to questions. The program is looking to receive final certification this May with only nine graduates expected to complete the certification program.
Those involved are aware there is much to work on and the program will continue to evolve and mold as more input and information is given. Recently the MHCA Board of Directors heard a presentation on the Inver Hills Community Paramedic Program (member protected). The presenter Tia Radant, Director of Emergency Services Programs at Inver Hills Community College assured that there is much to learn from home care.
The opportunity to partner is there, yet questions remain. MHCA will be working to seek answers, clarifications and partnering with program supporters to ensure that the Community Paramedic compliments, but does not replace, home care.
