Advanced Coding Education – April 23, 25, and 30

Next week, Joan Usher will present part 1 of the Advanced Coding Education series. MHCA Builds Greater Awareness of Home Care with MHA

MHCA reached out to the MN Hospital Association (MHA) with an offer to provide education for its members on "best practices in discharging patients to Home Health Care." MHCA Board Chair Kristy Husen and Kristin DeBoer represented MHCA on an MHA webinar Monday. They covered eligibility criteria, what case managers, social workers, RNs, and physicians should know, as well as what information should be provided to Home Health Care agencies. It’s our goal to help provide smoother transitions during hospital discharges.

Survey Watch Group to Meet April 17

If you’re anxiously waiting for your next survey and hoping to learn more about what the state is looking for, you’re not alone and MHCA has a resource for you! Join our Survey Watch group! All MHCA members are welcome. The meeting will be held tomorrow, April 17, at 1 p.m. via Zoom.

Register for MPSE training for PCA revalidation and transition to CFSS

There is still one training session available for personal care assistance (PCA) providers on how to revalidate using the Minnesota Provider Screening and Enrollment (MPSE) portal. The training is for PCA providers who have received their revalidation notice from Minnesota Health Care Programs (MHCP) and wish to add Community First Services and Supports (CFSS) to their enrollment record. The training explains revalidation requirements and offers a live demonstration in MPSE.

It will be held Tuesday, April 22, 2025, from 1 to 4 p.m. You can register for future trainings in 2025 on this topic on the MPSE portal training website.

New Legislation Could Provide Relief for Home Care Providers

A new bill introduced in the U.S. House of Representatives could reverse a significant change to labor laws that has affected home care agencies for nearly a decade. The proposed legislation, H.R. 2304, aims to reinstate the exemption for overtime and minimum wage protections for live-in caregivers and workers providing companionship services, including those employed by third-party agencies.

Rep. Mary Miller (R-IL) introduced the bill, titled the “Ensuring Access to Affordable and Quality Home Care for Seniors and People with Disabilities Act,” on March 24, 2025. This legislation seeks to address issues created by the 2013 Department of Labor (DOL) rule change, which limited the applicability of the companionship exemption for home care workers.


2026 Policy and Technical Changes to the Medicare Advantage Program

The Centers for Medicare & Medicaid Services (CMS) issued a final rule on April 4, 2025, that modernizes and improves Medicare Advantage (MA), Medicare Prescription Drug Benefit (Part D), Medicare cost plan, and Programs of All-Inclusive Care for the Elderly (PACE) programs. The Contract Year (CY) 2026 MA and Part D final rule implements changes related to prescription drug coverage, the Medicare Prescription Payment Plan, dual eligible special needs plans (D-SNPs), Star Ratings, and other programmatic areas, including the Medicare Drug Price Negotiation Program. Overall, these decisions will most likely result in positive impacts on both the provider and the client.
